You'll need Tissue (half sheet), Paper Tube (2x6"), Cracker strip (1), 5"x 10" piece of gift wrap or decorative paper, 12" ribbon or 2-6" pieces of cotton curl, Toys and candies, Double-sided tape and scissors.
Center your paper tube in the center of your tissue. Place a piece of tape on the edge of tissue to attach tube to tissue.
Roll up tissue. Add another piece of tape to finish attaching tissue to tube.
Gently find the edges of the tube inside the tissue like we did here.
Center your gift wrap around the tube. Use tape on the edges to attach.
Don't forget to add the goodies! Also insert your cracker (the brown strip) in as well.
Gently tie the ends of the crackers with ribbon being careful not to tear your tissue.
Now use scissors to cut tissue into fringe. (Remember: do not cut the cracker!) Using sharp edge of scissors, curl fringe and cotton curl. Tissue will rip easily so go gently.
When it's time to celebrate, have guests hold ends of a popper and pull quickly to activate popper.
